Difficult to sustain refusal but concerns as site is not close to facilities, schools etc.
Below threshold for recommending refusal regarding number of units and existing permitted residential use of second floor.
HA will leave matters of sustainability and accessibility for LPA to determine.
Difficult to sustain an objection to the principle to the proposed development but suggest amendments to:
Vehicular access, parking and turning and accessibility.

No objection but would like more detail regarding the following:

Vehicular Access - The extant access was derived via a fully open frontage, however, it is considered that the access width should be reduced and clearly defined by a 5.0m wide access point to the proposed parking and turning area, ideally having clear separation from the adjacent caravan park access. It is considered that access visibility should not be an concern but this will need to be demonstrated in accordance with current guidance.

Parking & Turning provision - The present car parking area is a mtter of fact but was not demarcated but the on-site parking and turning should be clearly shown in accordance with current guidance, and in having regard to the previous comment in respect of vehicle access

Accessibility - There is a limited a daytime bus service between Yarmouth and Bungay, the nearest (unmarked) bus stops are located some 100m to the southwest of the sit and the lack of footway provision and along the route from the site to the bus stops would prove a deterrent to the use of public transport and a realistic opportunity of encouraging a modal shift away from the use of the private car.

To address this appropriate offsite footway provision should be provided across the sites frontage and continuing to the junction of Low Road and should be indicated on the plans. It will address concerns in relation to safe and suitable to the proposed development access for non-motorised users.

Upon receipt of revised plans, I would wish to be re-consulted so that I may recommend appropriate conditions.

No objection subject to conditions and notes:
Restriction on hours of demolitions and construction operation
No site machinery or plant shall be operated, no process shall be carried out and no demolition or construction related deliveries received or dispatched from the site except between the hours of 08:00 to 18:00 Monday to Friday, 08:00 to 13:00 Saturday and at no time on Sundays, Bank or Public Holidays.
Reason: To protect the amenity of the locality, especially for people living and/or working nearby, in accordance with NPPF para 187 & 198.
Smoke from construction site fires
During the period of construction there should be no clearance of vegetation by burning, or disposal of other materials by burning owing to the proximity of neighbouring sensitive receptors.

Installation of an Air Source Heat Pump (ASHP) (Single Dwelling)
No Air Source Heat Pumps shall be installed unless full details of its design, location, sound levels (in dB) and completed MCS020 (a) Calculator provided first been submitted to and agreed in writing with the local planning authority. Such ASHP shall be installed and maintained in accordance with manufacturers guidance. The ASHP shall thereafter be implemented in accordance with the approved details and shall be retained as such thereafter.
Reason for the condition
In the interests of local amenities in accordance with Policy DM3.13 of the South Norfolk Local Plan Development Management Policies Document 2015.

Asbestos Informative
The developer is reminded that prior to any refurbishment commencing on site the building/s to be refurbished are required to be surveyed for the presence of asbestos containing materials in accordance with the Control of Asbestos Regulations 2012. Any asbestos containing materials which are identified shall be managed or removed in accordance with the above regulations and waste regulations. Failure to comply with these regulations could result in prosecution by the relevant authority.

The uncontrolled refurbishment of buildings could result in the contamination of soils on site and in the vicinity of the demolition. This could cause the investigation of the site under Part 2A of the Environmental Protection Act 1990, which may result in the determining of the site as Contaminated Land.
